I attach to this (Enclosure A) Dr. Gröne's

statement on the points required by His Excellency, together

with a copy of the letter of appointment as Medical Officer of

the Mexican Consulate and which appointment still continues in

force. From the enclosed statement you will see how absolutely

false are the charges made in Dr. Liceaga's report. Dr. Gröne

makes you will see three examinations for a charge of $2.00

Mexican; this cannot by any possible means be considered either

a superficial examination or an exorbitant fee.

Through the courtesy of the various shipping

companies concerned and at considerable trouble to themselves,

I have obtained several tables of the passengers "Txamined",

"Passed" and "Rejected". This shows the numbers examined by Dr.

Hough for Mexico, prior to the arrival of Dr. Valenzuela, then

the numbers of Dr. Valenzuela during his short stay here from

October, 1907, to January, 1908, and lastly those of Dr. Grone

subsequent to Dr. Valenzuela's departure. At the end of this

table I have su marised the figures of the respective examina-

-tions to show clearly the absurdity of Dr. Valenzuela's

examinations. All the passengers in this list proceed by

American Mail Steamers via San Francisco to Mexico. It is an

interesting fact that only very occasionally is a passenger

returned from America on Dr. Hough's examination as well as Dr.

Grone's, and it is a well known fact that the examination in

San Francisco is extremely rigid on this point.

This is a table of the passengers examined by Dr. Hough for America and by Dr. Grone for Mexico, since the departure of Dr. Valenzuela in January, 1908, and brought up to date almost. The figures are placed side by side under their respective headings for better examination. From the percentages here given it will be seen that Dr. Gröne's examination seems

even more rigid than Dr. Hough's for America where practically

every one passes.
